Nothing is wrong with having few fab tools. My extent of fab tools are an angle grinder, a few hand saws, a metal chop saw, a drill press, and maybe a few other small things. With my tools it wouldn't be too hard to make something for a disc brake. From the sound of it you have less fab tools than I so I understand. I just recently got the drill press and chop saw.
Aluminum is actually very easy to fabricate. You still need to fabricate a mount from steel to weld on. Aluminum is alot softer so it's way easier to cut and drill.
