Not bragging but when I was 14 I was working every weekend picking up trash it seemed to pay off my tickets I accrued Riding a Honda ct70 on the roads. Even drove it to school in the 8th and 9th grades occasionally. Stepdad said he'll learn his lesson, never did till finally at 15-1/2 got my permit.

To me the ability to mechanically operate a motorized bike has nothing to do with your age, you can make it go or you can't.
The ability to responsibly operate a motorized bike on the roadway with others is an entirely different thing.

I won't sell a bike to someone under 16 or impaired in a way I can simply tell they were really not equipped to operate anything motorized anywhere.
The bottom line is does the rider now the rules of the road?
You can DL the MVD test for a motorcycle license, print it out and give it to the kid and see if he can pass it.
