I think what he means is he thought our bikes did not require registration and plates or drivers license to be street legal in the State of California.

If he was in my state he would be correct, but not in California.

It also seems like there is a law saying it cannot be above 50cc and or above 30 mph, which means it can't get registered / plates

The 30 mph may be correct but I know it can be larger than 50cc in California. Where's that @Wrench when you need him? I know an electric up to 750w and a 20 mph speed limit doesn't require a license, registration, or insurance.
