Best bike for Phantom85 build… plus any advice would be appreciated

I think @ImpulseRocket has one with a phantom.

If I had to buy a new bike for one, that would be it, most likely. Seems a good value to me, though the current price seems higher than it was recently, at least at Walmart, I was seeing them for $99 on sale and $129 regular price not long ago, inflation?
