Wouldn't steam powered motors also be considered "hydraulic motors" as well???...lol.

Steam locomotives, steam powered cars like Stanley Steamers, as well as those early steam powered motorised bicycles.
That would be pneumatic.

And then that circles back to combustion engines, only difference is the air has fuel in it and a way to ignite it.

You can have a hydraulic piston engine if you drive into some water, they don't last too long though.
 
Steam is creating usable energy from a fuel source providing heat. This heat energy is directed to motive power, pushing the piston. Tremendous power but huge efficiency losses
Fuel is applied directly to it's end point of use, increasing efficiency by a large factor.
As to it's classification, I'm not sure.
