Throttle Cable Slack?

Hi I just finished a new bike and after assembly I noticed that the throttle has some slack ( it Doesn't return to zero I can push it forward about 1/5)
I have tried adjusting it on the front but it doesn’t seem to do anything at least not with how far it goes it seems like I would need a lot more adjustment for it to work properly. When I do push the throttle down to zero it seems like it doesn’t really move the opening on the carb ( just going off sound, I haven’t taken it off yet to look) is there something I’m missing ? I will add pictures in a couple of hours once I get back home to show what I mean.
 
There is another adjuster on the carb, but if the cable opens the slide on the carb all the way, then you're fine. You can turn the idle screw all the way out and watch the slide drop to the bottom, then turn it back in for proper idle.

Thank you adjusting the cable adjuster on the carb really helped a lot. On a separate issue note, should I be concerned that my engine won’t start with the choke on in cold weather but will start with it wide open ?

It should always need a touch of choke to start. What notch of the metering needle is the clip on? Or the float is too high.
