If you don't technically live in the city that enacted the ordinances, then they wouldn't apply to you even if you were riding through that city.

I think not. I think the ordinance would apply to everyone, NOT just residents of the city that the ordinance was made in. I'm not a lawyer, but it would seem to me that the ordinance would apply to everyone, including visitors to the city.
