It's not unusual for the jetting with a pipe to go a step leaner, especially if you are already tuned on the rich side. The pipe is doing it's job of forcing unburned fuel that went into the exhaust back into the cylinder.
The real question isn't the rpm, but the throttle position. If it happens at 3/4 throttle or more, main jet. 1/4 to 3/4, needle.
