clutch problems

So I've beenbuilding a sixties schwinn with a grubee skyhawk engine. in any case I'm worried about the fact that the clutch arm on the engine has 0 resistance. in addition the clutch ars to be engaged. anybody kknow what ccould be wrong

not sure i understand , but you can try adjusting the flower nut inside the right hand cover , try to tighten your cable or a combination of both .
