Help diagnose ebike

Picked up a Yukon Trail Navigator SM24 yesterday for 84 clams, but it's missing the battery. I used a couple of my car jump boxes wired in series to get 25v, hooked it up, lights come on, but no tire rotation.

Did a continuity test I found online, from battery ground, and get 3.3k ohm on the controller green, yellow and blue output, dead short on black and 13k ohm red.

Is this controller smoked?
