Swapping schwinn 26 by 1 3/8 wheels with 650b wheels?

The ertro of the schwinns are 597 and the 650b are 584. The braking surface would be 6.5mm lower. My main concern with the schwinns is that chromed steel has notoriously bad stopping power with rim brakes and no one makes rims let alone double walled aluminum in the English 26 by 1 1/4(called Schwinn 26 by 1 3/8 in the states) Im also thinking about just changing the hubs for ones with hub brakes.
