Engine Trouble 2stroke 80cc I need help

I just got the engine brand new and it has the racing carb . the engine turns on but does not accelerate when I throttle or does not idle, but turns off when clutch is engaged. Any ideas what the problem might be

what is the cranking psi?
could be there is pressure loss at the head/cylinder juncture.
also take the carb apart and make sure the jets are not clogged.
