Wheels rear wheel nuts

I've been riding around without my motor to set up my derailers. After i pedal around for a minute or so, one of my rear axle nuts loosens up very slightly, causing the wheel to shift and hit the rear frame. I've had this problem before and used lock washers to fix it. Those are no longer working and I'm afraid of stripping the threads on the axle until i can afford a better wheel. Is there anything i can do to fix it? Is it a problem with the wheel or the frame?
 
I took it in and looked at it on a stand. We ended up taking all the washers off and some spacers that I didn't know came off. A new thinner lock washer on each side, and new nuts all around and its good as new!

I never thought to bring it to a bike shop :eek:
