That would be the governor shaft. If you are not using the governor, leave it as is. I do not use a governor and I left mine exactly like that.

That's correct.
BTW.....LEAVE IT ALONE if your not going to use the governor & DON'T try to take the engine casing off to see if anything alse can be disconnected or you'll drop the pushrods & probably won't be able to get them back in again properly.If attempted without the correct tools a short time after you'll bend atleast one pushrod(I know cos a friend bent his)
