    does it idle high? If its idling high it could also be slightly engaging the clutch.

    The choke has no input on whether an engine fires. Go back to the beginning. Put the key in if it’s out. Reinstall the magnet correctly...

    Maybe the tip of the set screw that goes through the clutch plate is touching the clutch gear.
